Dr. iur. Monika Plozza ist Oberassistentin (Postdoc) am Institut für öffentliches Recht der Universität Bern. Zuvor war sie an der Universität Luzern tätig – zunächst als wissenschaftliche Assistentin, später als Oberassistentin und Lehrbeauftragte.

Ihre juristische Ausbildung absolvierte sie an den Universitäten Luzern und Edinburgh. Ihr Doktoratsstudium schloss sie 2024 an der Universität Luzern mit höchster Auszeichnung ab. Für ihre Dissertation wurde sie mit dem Luzerner Dissertationspreis sowie dem Preis der Schweizerischen Vereinigung für Internationales Recht ausgezeichnet. Ihre Doktorarbeit erschien 2026 als Monografie bei Cambridge University Press.

Forschungsaufenthalte führten sie an die Universitäten Amsterdam, Kopenhagen und Oxford sowie an die Akademie für Völkerrecht in Den Haag. Während ihres Doktoratsstudiums wurde sie als Schindler Junior Scholar in das Förderprogramm der Universität Zürich aufgenommen. 2025 wurde sie für eine fünfjährige Amtszeit in die Junge Akademie Schweiz gewählt.

Neben ihrer akademischen Laufbahn war sie als Beraterin zum «Right to Science» für den Geneva Science Diplomacy Anticipator (GESDA) tätig – einer vom Eidgenössischen Departement für auswärtige Angelegenheiten (EDA) gegründeten Stiftung. Vor Beginn ihres Doktoratsstudiums absolvierte sie ihr Hochschulpraktikum beim Stab Recht des Staatssekretariats für Migration (SEM).

Dr. iur. Monika Plozza is a senior research associate (postdoc) at the Institute of Public Law at the University of Bern. She previously held positions at the University of Lucerne, first as a research assistant and later as postdoc and lecturer.

She studied law at the Universities of Lucerne and Edinburgh and completed her doctorate at the University of Lucerne with the highest distinction. Her dissertation received the Lucerne Dissertation Prize and the Prize of the Swiss Association for International Law. Her dissertation was published in 2026 as a monograph by Cambridge University Press.

Dr. Plozza completed research stays at the Universities of Amsterdam, Copenhagen, and Oxford, as well as the Hague Academy of International Law. During her doctoral studies, she was selected as a Schindler Junior Scholar at the Schindler Centre for International Law at the University of Zurich. In 2025, she was elected to the Swiss Young Academy for a five-year term.

Alongside her academic work, Monika Plozza served as an adviser on the “Right to Science” at the Geneva Science Diplomacy Anticipator (GESDA), a foundation established by the Swiss Federal Department of Foreign Affairs. Prior to embarking on her doctoral studies, she completed her internship at the Legal Affairs Division of the Swiss State Secretariat for Migration (SEM).

The Human Right to Science: A Framework for Justiciability

This book delivers an in-depth doctrinal analysis of the right to science under Article 15 ICESCR, focusing on the novel concept of its core content, as well as on its rights holders and duty bearers. Monika Plozza challenges the entrenched dichotomy between economic, social and cultural rights on the one hand and civil and political rights on the other, demonstrating that the right to science is indeed justiciable. Situating it within the wider framework of international human rights law, she traces its connections with a broad range of related rights. In doing so, this book equips scholars, practitioners and policymakers with the legal tools needed to invoke and implement the right to science in judicial and policy contexts. Timely and rigorous, it establishes the right to science as a vital legal framework for confronting global challenges ranging from climate change and disinformation to artificial intelligence. This title is also available as open access on Cambridge Core.

SNÖR

Das Schweizerische Nachwuchsforum Öffentliches Recht (SNÖR) bietet Nachwuchsforschenden auf dem Gebiet des öffentlichen Rechts einen universitätsübergreifenden Rahmen zum Aus­tausch. Hauptaktivität ist ein jährlich stattfindendes Treffen, bei dem laufende Forschungs­pro­jekte und andere Aspekte der akademischen Arbeit diskutiert werden.
